Eng. Rupasinghe is an electrical and electronics engineer by profession with a BSc. in Electrical and Electronics from the University of Peradeniya. He is a holder of an MSc. Degree in electrical power transmission and distribution from the University of Manchester Institute of Science and Technology, UK and a MA Degree in Economics. He was a former General Manager of Central Engineering and Consultancy Bureau.
